The inventory of all BMPs within a municipality must be kept up-to-date within the PA DEP GreenPort MS4 Annual Reporting System.

Specific guidance on the use of the MS4 Annual Reporting System for updating the BMP inventory is contained in Sections 4.11 and 4.15 of the June 7, 2023 version of the MS4 Annual Report User Guide. Section 4.11 discusses PCSM BMPs, while Section 4.15 is about PRP BMPs.

The first time a municipality populates the BMP Inventory in the MS4 Annual Reporting System, it can be done as a bulk upload. Subsequent annual reports will require manually adding only the new BMPs implemented during the reporting period.

Below are instructions for exporting the BMP data from CSDatum so that it can be added to the MS4 Annual Reporting System.

Begin by navigating to Main Menu > Reports > MS4 Reports.

When the list of MS4 reports opens, either choose an existing report, by clicking its Folder icon, or create a new report using the New Report link.

When the report opens, open either the MCM #5 panel or the MCM#6 Panel, depending on the category of BMPs that you want to export.

PCSM BMPs can be exported from MCM#5, and PRP/TMDL BMPs can be exported from MCM #6.

After clicking on one of the Export buttons, CSDatum directs you to BMPs that are missing the required data and inspections.

The top section of the pop-up panel lists all the BMPs that have invalid or missing data required by DEP. Click on each BMP link to correct the invalid data or add missing data.

The next section of the pop-up panel lists the BMPs that don't have the Satisfactory? Y/N indicator marked in their most recent inspection. Click on each BMP link to view the most recent inspection. Either add the Satisfactory? Y/N data to the inspection, or complete a new inspection, as appropriate.

When all BMPs have complete data, click the Continue Export button.

CSDatum provides an informational pop-up that describes the general process for adding BMPs to the MS4 Annual Reporting System in the first year and subsequent years.

After the BMPs are exported, a CSV file is downloaded to your computer. The Google Chrome browser typically shows the download in the lower left hand corner.

The Firefox browser typically shows the download in a toolbar icon.

Other browsers may show the download differently. Use the downloaded file, as described in the CSDatum pop-up:

First year of eReporting: Open the downloaded CSV file and copy its contents. Next, open the BMP template provided by DEP and paste the copied data into the appropriate columns. Save the completed template and upload it to the eReporting application.

After first year of eReporting: Open the downloaded CSV file and compare its contents to the existing BMP data in the eReporting application. Make any necessary changes in the eReporting application, including adding, updating or removing BMPs.
