The areas of a municipality that are regulated for stormwater controls under the Municipal Separate Storm Sewer Systems (MS4) regulations are generally defined by the US Census Bureau Urbanized Areas.
The Pennsylvania Department of Environmental Protection recently noted that the regulated area for the future PAG-13 General Permit will be both the 2010 and 2020 urbanized area. At this website page, PADEP states, "For the future permit term, the MS4 Regulated Urban Area is the combined total of the areas designed as urbanized area by the 2010 Census, plus any additional areas designated by the 2020 Census as urban areas with a population of 50,000 or more. A GIS dataset that shows the extent of the MS4 Regulated Area is available for download on DEP’s GIS open data portal."
We have added the noted GIS dataset as an Overlay in CSDatum. This will help users to determine the areas of their municipality that must be inspected and comply with the MS4 regulations.
